Who We Are

Unmanned aerial vehicles (UAVs or drones) have become a critical and often life-saving tool for public safety departments and serve important functions for public works and other municipal agencies as well. The Connecticut Municipal UAV Task Force (CT MUTS) was formed to promote governmental UAV use and assist municipal and state departments develop and operate safe, successful and legally-compliant UAV programs. Members include police officers, firefighters, emergency management personnel and public works employees as well as valued partners from federal agencies such as the Federal Aviation Administration and the Transportation Security Administration.

Donald Janelle

Jen is an attorney who has, for nearly 30 years, focused her practice on municipal law – guiding and representing Connecticut towns and cities.  She is also an instrument-rated pilot with over 25 years of flight experience, an aircraft owner, and a Part 107 remote pilot.  She is the civilian representative to the CT TSA's Incident Rapid Response Team,  an FAA Safety Team (FAASteam) Representative and Drone Pro and a member of DRONERESPONDERS Board of Advisors.

​Don is a retired fire fighter from New Britain,  with 32 years of service.  Since retiring in 2006, he has been the Deputy Emergency Manager for Manchester.  One of his duties is to coordinate the Manchester Community Emergency Response Team (CERT).  In 2015, he approached the Town leadership about the potential of starting a UAV unit, using CERT to operate the UAV(s) in response to disasters, fires, missing persons searches and for situational awareness missions.  

Who is eligible to join?
